OK. He was not eager. But let's just suppose that Illya says:

In the USSR military service is obligatory for all able men in case of war. Seven generations of men in my family - all I can trace back in family history actually - were serving in the army. My great-great-grandfather was wounded at Borodino at the age of 17. My grandfather was killed in World War I. My father fought in World War II. If the war starts and I stay here in the US - I will desert army service. I can't become a deserter, you wan't be able to respect me after this, I can't respect myself if I do it. But in the US military service is voluntary. You don't have to go to the army in case of war. So why don't we go to Russia together? For the sake of our mutual committment to each other. And please believe me, my influence will be enough to let KGB off you, nobody will force you to give out any military secrets. Well, you don't know any military secrets anyway, since you've been with UNCLE all these years. But still. Nobody will force you to make any statesments or harm your country in any way. Will you do it - come to Russia with me - so that we don't break our bond to each other?
And Napoleon: - Oh, that's a good idea. Yes, that is what we will do. If you are summoned back to Russia I will go with you. Because you are more important to me than living in New York and an opportunity to drink good whiskey. If the war starts New York will become a radioactive desert anyway so I have nothing to lose.
Illya: - Yes, I am glad you took this decision.
What will you think of such a story?
well, maybe I shd apologise: I often make short side-stories to fics I read, changing the way characters answer or behave. I know some people don't like the fics to be twisted out like that, but when I get drawn by a particular fic I am not able to restrain from this and so I write another side-story )) If you dislike the idea please just ignore my previous comment

наверно, вопрос в том, что автор не видит в этом предательства. Ну, родился человек в одной стране, живёт в другой, а выйдет на пенсию - переедет в третью, что такого? А дипломатов и журналистов-международников по этой логике должны были расстреливать прямо в зале прилёта Шереметьево-2.
Возможно, те, кто переходили на другую сторону, обосновывали это тем, что они боятся возвращаться в СССР. Чтобы получить статус политэмигранта и все причитающиеся к нему бонусы. Вот и осталось как стереотип.

I think yours story is excellent and certainly basis for a fanfic. You should write it up and publish it in Fanfiction.net ro Ao3. It is a very real possibility that Illya was loyal to Russia and would want to go back if recalled.There are other stories I have read in fanfiction where Illya does return to Russia.

During a time of war, the US enforces a draft in the US. Men are called to service and it is mandatory that they go. My brother was drafted to serve in the Vietnam war.

I know of a story where Illa goes to war with his father when he was 7 or 8 years old. He learns to make bombs and helps in the war effort.

Well, for me it's a gross Out Of Character for both of them. I can sketch a short dialogue but would not like to write seriously about one of them betraying his country on the verge of war, either Illya or Napoleon. They are both too good for that, they never broke under THRASH pressure, and what is given in that fic is a typical honeytrap, though based on fostering friendship and not on falling in love. This kind of trap is too cheap for any one of them. In fact any trap is too cheap for these two.
Now if we are discussing dark!Illya or dark!Napoleon that's a different thing. But then again it's more natural for dark!character to defeat to THRASH. The dark side always offers more cookies )))
There are other stories I have read in fanfiction where Illya does return to Russia.
*laughing* Yes, that's the one that I am thinking over right now. How Illya comes back to Russia for vacation and... and he is allowed to take Napoleon with him, and to introduce him to his friends back in Russia. And how Napoleon tries applejack and listens to Russian songs (but not to balalaikas! oh no) and gets acquinted with Illya's former girlfriend and even helps them to get together again. And then when they have just 5 days left and plan to go to sea resort - THRUSH starts another evil plan and they are called back to service

Of course you can post it. I am not sure if those photos are documentary but there were cases of teenagers fighting in the war. They were called "Son of regiment" because mostly they were orphans who lost their parents in the war
